Navionics vector charts support - licensing issues

Hi,
Are there any GPLv2 licensing issues with implementing/adding support for Navionics vector charts (assumption of course is that a proper agreement with Navionics is in place)? I would think that a GPLv2 app can open and read another file, such as a chart, and interpret the data without violating the gnu license.

I'm interested in adding Navionics vector charts support for use of opencpn in a commercial setting - not that Navionics charts are absolutely necessary but I used them with iNavx and really like them. So I was wondering why they are not supported already - lack of interest in proprietary chart formats or licensing issues that would block anyone from contributing this work back to opencpn.org.

This is probably a question for Navionics - so far I'm not aware that they released any SDK for their format that we could freely use.

This mainly has to do with licensing agreements that navionics has with differnent Gov.and HO's.
