How can I change these characteristics to Portuguese?
The menu options are already in Portuguese.

It already appears to be Portuguese.. without the appropriate squiglys and ' bits... and the named area's
Can't improve it till a Portuguese company starts producing their version.. or contact CM93 and request them to offer Portuguese versions..

Your are referring to the context menu (right-clic)?


Seems that it is not translated in Portugues. As a lot of the newer stuff.

So if you like, in the manual there is the how-to for translators. No programming involved.

Here is the guide how to translate:
Internationalization | Official OpenCPN Homepage

It will not change directly your installed program (if you don't build from source) but in the next beta it will be there for everybody.

And I've seen quite a lot of points in the setting menu that are not translated.
