Configure visibility AND order of all icons in UI toolbar

This issue had been raised in the past, see
FS#971 - UI Toolbar Icon Presentation -Add differentiation of "O-buttons" and "Plugins" using background

but got only few votes.
Are users really not interested to have configurable order of toolbar icons?

If Yes please vote in tracker to raise likelihood to get addressed.
