Bug Report: Preserve scale when switching charts

Appears as though the option Options|Display|General|"Preserve scale when switching charts" has toggled its meaning in 4.6.1. Here are the results in 4.6.1 without option ticked when selecting a different chart. The first 3 attached files show clicking on the blue menu bar which zooms into the chart and then clicking on the brown menu bar in which there is no change in the zoom. Paul, who brought us GE2Kap, tried the same thing on 4.4.0 with my kap chart and it was displayed correctly without the zooming. He also discovered that ticking the option in 4.6.1 makes OpenCPN work like it did previously without the box ticked.

Tried to attach the kap used for testing which is centered around 34 20.234 N, 135 10.493 E, Tannowa, Japan. However, the kap file type wasn't accepted for uploading.

I tested 4.6.1/Linux this with a couple of sets of charts, and the feature works as expected. So if it doesn't work for you, something else must be the root cause. Anyone else seeing this problem on Windows?

It works properly on RPi3, but there is an issue on Windows when using ENC charts. Also (in Windows)when zooming in too far (at what point I haven't determined yet) on ENC charts, vessel locations, route, etc continue expand as you zoom in, but the charts fails to repaint. When zooming back out, multiple instances of the route show (at various scales), but again, the chart never repaints. Appears to be a bug in OpenGL handling.

Disregard last comment - found that OpenCPN decided that one of my NY charts belonged in in the quilt - no matter where I was - Houston or Miami - since it was the largest scale chart in the list, it was painting that chart when I zoomed in. Deleted the chart and rebuilt the database - now it works properly.
