I note that the Dashboard plugin works right and is defined elsewhere, and shows up in the plugins list, so the great_circle_plugin should work too .

The key issue here is the Outline ->"Parent item: " which is "Plugin" for the Dashboard and "The Route Manager and GPX" for the page that contains the bit about the "Route Plugin".

All pages that have the Parent Item == Plugin will show up in the menu under "Plugins"

The Great circle page shows up in the menu under "The Route Manager and GPX".

Just the way Drupal works, I guess.
