I looked but could not find where I can download a pdf file of the 4.4.0 manual.

You should find it on your computer as it is available in the toolbar. Look for ?.

The ? is "About OpenCPN" which is not a users manual.

There is a help tab in the about page. It brings up the html documentation. It is "normally" found here on Windows:

C:\Program Files (x86)\OpenCPN\doc
