Agreed, Cmapecs doesn't display the Vessel Position / Track Indicator icon properly in Win8. The short answer: Cmapecs has 4 display pallets: Day, Night, Dusk, Dawn. Switch to either of the darker ones - they still work ok.
The longer answer: It looks like Windows 8 doesn't use quite the same 256 colour pallet in its 'compatibility mode'; so some colours dont display properly. Unluckily, the Vessel Position Icon is drawn in one of the bad colours. Hopefully, someone will explain how to modify individual colours in the Win8 256 colour compatibility pallet. Either that, or patch Cmapecs so that it choses a different color number for displaying the Vessel Position Icon.
