Yea, I meant Liberia, main city inland from Playas del Coco where many people check into CR when arriving from the north.

That's weird, they have been available for the last two years... Or the whole Costa Rica run out of stock (which has happened a couple of times), or the sales person had no idea what he/she was doing. ....

None of the stores in Cocos had SIM cards for sale for the modems. They had plenty of modems. You had to go directly the main ICE (the only cell company in CR) store. They said no to non-residents. Of course, like most things in Central America you could go back the next day and probably get a completely different answer.
