Which Embedded Computer?
I rather like the looks of the ones from Stealth, for example:

Are there any others worth considering for a hard-wired ship's computer?

I think their base price is a bit high. I have had a Xenarc for a little over 2 years. I have a HDD but would probably go with a flash drive if I was doing over. They look to be the same machine. Also both of these machine are built for gamers on a mobile platform. There is absolutely no need to have a computer as fast as these can be made to run a navigation program. With a 2.4g processor and 4g of ram you can drag the charts to the other side of the world with no lag.

What about solid state drives (SSD)? They aren't that costly. Would they be an improvement (and power saving) over conventional hard drives?

Absolutely. Faster. Lower power less heat
I've built a number of marine PCs over the year. My latest is based around a mini itx. I prefer completely sealed fabless designs, the design is a bit more complex as a result. 12v powered.

I think you guys have Intel on the brain. For a better solution (i.e. better, faster graphics, lower power consumption, lower price) take a look at the AMD Fusion processors - specifically the E-350 and E-450. You can buy a motherboard (including combined CPU/GPU) for about $100 from Newegg, depending on supplier and features. If you intend to use this computer as a media machine (for displaying video on a TV for instance) then the GPU in the AMD will easily handle 1080p data; the Intel internal GPUs are famously disappointing in that regard.
To complete the system, use a mini-ITX 12VDC power supply and case from mini-box.com. Add memory, storage drive of choice, and OS of choice (including Windows 7 if desired) and you have a better computer for less than the above choices.

This is the Motherboard and processor that I am using to build my second boat computer. It has on board 8- 19 volt supply. I have found it for $100.

You've got to be kidding. No Linux, no 64 bit. Now look at the AMD boards.
