For Mexico and Central America it is best to have an unlocked GSM phone and buy a sim card in each country with prepaid minutes, they are much cheaper than in the US. You can find internet cafés in even the smallest towns and wifi is becoming more prevalent.

Agreed. though it will only work in cellphone regions. But thats how I would do it also.
