Amen on Ospho being great for rust. If the rust is heavy knocking the heavy stuff down before using Ospho is a must.

If you can find it keep a gal. on hand. It may be hard to find because of the EPA?

I can't comment on the wire cleaning?

If you use any type of acid, Osphotic or otherwise, it will only speed up the corrosion cycle. I was taught to strip back the vinyl sheath like you normally would then take a small welders wire brush and "comb" the wire until relatively clean, then solder. I have had to do it before and had success.
