Radar Deflector

Could you paint a generic radar deflector hanging off the mast?

It being they don't work that well anyway, If you used some of that stuff they use on the stealth bomber it might not work as well.

Yes you can paint a radar reflector. It is metal underneath, just like a metal (Al, steel) boat, which are typically painted as well. You should have no issues showing up on another vessel's radar.

Just FYI....if you wish to know a whole lot about radar reflectors, the UK gov't / MAIB commissioned a study in 2006/2007, which is THE definitive paper on marine radar reflectors and Radar Cross Section (RCS), etc...
