Hi I am a new mwmber of this forum.

I would like to start use an open source navigation software called open cpn but I am not abel to download any free chart, I am usin a PC with Windows 8.1.

Chart Downloader for NOAA ENC®

http://www.charts.noaa.gov/RNCs/RNCs.shtml

Just click on the states you want and it will set up the download screen. Or get all them at once by selecting ALL
