While I do not think it applies in your case, be aware that not all wire is copper or tin plated copper. There is also aluminum wire and you can not solder that.

As others have said, if what you have is tinned copper and it's not bonding with your solder then it's oxidized ... although I have never seen tinned wire oxidized to that degree (plain copper oxidizes easily to a point were solder will not work)

Just a few comments:
The NMEA 0183 is a rather old standard and was designed for only one "talker" and up to 4 "listreners" More than one "talker" is going to result in data bundle "collisions".

You might want to consider upgrade to NMEA 2000 or even Raymarine Seatalk NG The "nice" feature of upgrade is that with a bus system, you can put data in more than one place. For example put heading and distance not only in the cockpit but at the nav station as well.

Whoops I forgot to add a primary data. NMEA interface has only one signal wire and one ground. Typically it will be part of a 4 wire bundle. You should be able to see which colors or the NMEA 183 pair in a 183 article.

I have a long run from my radio's AIS output to my chart plotter. I cut the too-short cable in half, spliced Ethernet connectors on the cut ends, and put an Ethernet cable in the middle using couplers.

I think Ethernet cable/connectors work with 26g and 28g wires. If the wires you have are this size, two crimped connectors and a coupler could work for you. I wrapped the coupler in bulty and electric tape for a water tight - although large - seal.

Just use small 'block' connectors rather than solder. Should work fine.
