I can imagine how frustrating this must be. We had a similar problem-our SSB had a wire disconnected inside. ICOM is a great radio but we had the rare issue. Maybe the tuner has an issue. (Did the shop check the tuner too?) Or your cabling. I'm certainly not an expert though.

Hope you find the problem. I would love to hear what you find for the solution.
