I'm trying to weed my way through the on-line licensing so I can get an MMSI, not interested in the boat US as I expect to go international.
What is the name of the license I need, is it CO - offshore radiotelephone?

Going international you need a Radio Station License, good for ten years when issued. Cost a lot--$150 or so. It will cover your VHF and any other equipment such as SSB, AIS, radar, EPIRB, INMARSAT, etc. The FCC will issue you an internationally recognized MMSI and call sign when they issue this license. The MMSI you can get for free from BoatUS is not valid in international waters.

You should also get a Restricted Radio Telephone Operator Permit. It is free, no test, and does not expire.

A HAM license is not needed unless you have a HAM radio or intend to transmit with an SSB on the HAM frequencies. You can listen to HAM and use it in an emergency, but to transmit w/o an emergency requires a HAM (amateur radio) license. Big fine for doing it if caught.

I don't think that will get you very far filing electronically, I think I sign in with my FRN and then click online filing or similar.
Question that is there are many licenses you can apply for, do I apply for a "ships license SA or SB" or the offshore radiotelephone operator?
Confusion exists as I think I have to have a radio telephone operators permit as well as a ships radio license?
Do you get the operators permit when you buy a ships license? or do you have to buy both? or is my info wrong?

There is a question that asks if I will use anything other than VHF and EPIRB, I do not yet have an SSB but plan on getting one, should I check that I have other radios?

I'm looking at mine called "Radio Station Authorization" and in the first block it says "SA--Ship Recreational or Voluntarily Equipped. I think that is the code for the ship license.

Once you get the license, you can add any other stuff like SSB, EPIRB, radar, etc. w/o any charge. It can be done on line.

The FCC will assign you a FRN (Federal Registration Number) upon starting your application, and that allows access to the database and you can update at will.

I added SSB and EPIRB two years after the initial license.

Great that clears it up perfectly, I already have an FRC from buying a license to fly overseas delivering aircraft, I didn't know you could update the license as equipment changed, that is good to know.

I thnik you can get the Restricted Radio Telephone Operator's permit at the same site--on line application I'm sure. It's free. I have never been asked for mine, but I have never sailed abroad on my boat. But since it is free, I'd get it.

Yeak, I know. They act like these things are not another form of tax, but as the only qualification is that the check clears, what else could it be?

I'm not exactly sure what you mean, but just to be clear, here in Canada at least your Radio Operator's Certificate - Aviation is not valid for Marine use. We need an ROC - Marine. I suspect that would be an international requirement.

Keep in mind that you need both Ship Station License, and also one of the Operator licenses. The Restricted Radio telephone Operator License is sufficient for all voice communication over marine frequencies.

A U.S. ham license is both operator and station license in one document.

Yeah, well I just submitted for a SA ships license. I got charged $215.
$65 for a PASM whatever that is and
$150 for a PASR, again what is that?
Then I went to sign up for a "restricted operator" license, and that would be another $65.

WTH?

I can't find anywhere what a PASM or PASR is, I assume, hope that one of them is the ship and the other as me as the operator?

When I bought the aircraft license, I got assigned a customer number basically, so I log in with this customer number and the system "knows" me is all.

A quick google shows that PASM obviously stands for "Parrot assembly language." You must use that for communicating with factory-working parrots in third world countries...
