KISS Counterpoise and RF emmision

Reading through the sailmail primer there is a note that says the KISS counterpoise may bring high levels of RF into the boat. Are these levels considered to be dangerous?

The less effective your RF ground the more ground current will attempt to return to the transmitter via other wiring in the boat. If the KISS is as effective as the ad copy and anecdotal testimony attests, there should be no problem.
