Internet access US west coast --- personal experience wanted

Hey sailors -

I've read through the many threats and answers but I still haven't found a solution. So here is me question:
Does anybody have personal experience with Internet access along the US west coast (San Diego up to Seattle) using a laptop and maybe some cell phone provider that covers that area may be up to 1-2 miles off shore?
1) What equipment (modem, PCMCIA, antenna...) brand/price
2) What provider (ATT, Verizon...) brand/price
3) Any particular plan?
I'm looking for a low cost solution, may be up to $60/month for the service and a few hundred for the equipment.

I know that here are ton's of opinion, I'd appreciate to know about personal experience.
