Garmin and Uploading Waypoints / Routes

If I buy a 5208 or a 740 am I able to take GPX data (waypoints and routes) and upload it from my laptop (openCPN)?

Yes you can take your .gpx (waypoints and routes) and bring them into your Garmin 5208 or 740.
You have to use a converter ( www.gpsbabel.org ) to convert .gpx to Garmin format.

I do it all the time.

I know GPSBabel works for all kinds of gps file formats
I have used it for these.
.gpx to Garmin format
.gpx to Raymarine format

My Standard Horizon CPV350 accepts .gpx files directly via one of the NMEA ports. The upload/download NMEA port is selectable within the chartplotter via the menus.
