Garmin 720 VHF Won't Power Down

A friend gave me a non working VHF. I cleaned the terminals, installed new batteries and now it works. Strange thing - When I turn the power off it comes back on in about 10 minutes. I tried several times. It comes back on to the same station that it had when I turned it off. I had to make loose the battery pack in order to get it to stop.
I read the instruction booklet. It doesn't tell me about any feature that might make it do this.
Any hints?

Maybe so. I can still use it if I just take the battery pack out a little when I want to turn it off. Really is a pain. Anyway it is better than nothing and much much cheaper than a new handheld.
