aiS isn't a function of 9/11. Its an anti collision system that owes its genesis to work done in Sweden and was adopted in Europe first , well ahead of the US which is rather a late arrival to the scene , as it was for DSC .

While AIS uses technology derived from DSC and in fact depending on systems AIS can be controlled on the DSC channels , it wasnt an addon to DSC , but a stand alone development.

DSC and the maritime identify idea really came out of GMDSS as a replacement for SOLAS ship or on scene orientated rescue strategies. Today rescue is shore based co ordinated. DSC was then over complicated in an attempt to remove dedicated radio watch keeping.

It is no longer a big ocean out there and we all need all the help we can get. Have a look at all of this oceanic ship traffic and realize we are never far from a ship!
