if the captain of the vessel is also the master of the vessel and his last name is bates, then he must be master bates.

If someone introduced his self as something like "Captain Bill," I'd be inclined to respond as "Captain Pierce."

Yeah what ever. For years I was an apprentice baiter on a commercial fishing boat, I worked and studied hard for years and years, and finally got my master's license.
