Just localy yesterday: a boat on lake chelan started a large brush fire setting off fireworks near shore; a local firework set a boat dry storage facility on fire. with major loss.

You did the right thing. Your BF could have asked them about their insurance and asked them for the company name and agency and get their phone number. Show them a bow hook with a sharpened point used for fending off dinghies, inflatables, et.. Also a large sharp gaff handy so you can explain to them how you fish drunks out of the harbor. Some of this is just kidding but there is no excuse for what they did other than they were not courteous boaters and had no business doing what they were doing. The police should have towed them to a dock and cited them.

But, it was the 4th!
