Texas MSD Rules ?

I have a permanently(mostly) installed portapot with a deck pump out. Does any one know FOR CERTAIN what the new rules are that apply. I don't remove the pot to empty, I pump it out but it cannot be pumped overboard. I am in a quandry as to wether it is considered "permanently" installed or if it still is considered something else. I don't want to run afoul of the new Texas toilet police rules. There is nothing I want less than to piss of the po po police...............m

Since it had a built in holding tank you are okay. You may not discharge overboard...
