Rule Bilge Pump Not Draining?

Im probably missing something quite obvious here but its baffled me so far.

My bilge pump (Rule 2000GPM) which has been working fine for 3 years, still works and pumps out the water from the bilge however now it won't pump out to the thru-hull. See sketch. It turns on and won't push the water out?

- The check valve is clean, works correctly and is in the right direction
- There is no blockage on any of the lines. I can easily blow thru all hoses
- If I disconnected the hose at the check valve and turn the pump on, it will flow water back into the bilge.

I don't think its a pressure head issue as there is plenty of power behind this little 2000GPM pump and the head height is only about 40cm.

Any ideas?

Steve, the little impeller inside the pump, does it actually go round or is it loose on the shaft?

Hi Pete. Yes, Ive had the pump out its base and seen the impeller turn. It actually pumps the water - as when I disconnected the discharge hose at the check valve and pumped water back into the bilge. Good flow! It just doesn't want to discharge all the way up (40cm) and out the thru-hull - even though I have clear passage.
