to do deliveries with no passengers aboard you technically do not have to be licensed by the USCG, but few people will hire (and fewer insure) a captain for hire without proper credentials, and, if you hold a Merchant Marine Credential (Captains' License) you must be either in your employers drug testing program OR join an organization such as APCA that provides one. It's pretty clear... not because of deliveries but because he holds a USCG license.

I also belong to the Maritime Consortium, and recommend them. It is $65.00 per year.

For general information on drug screening, check out this article . As for Consortium, I use one out of California. They charge $165 to sign up. That covers the pre-employment and any randoms you get popped for. That's per year.
