Part 1 or Part 3 Insurance

Hi, we have just bought our new yacht and we have been told that if we are travelling in the med we need to have part 1 insurance to prove that our vat has been paid and that way we will come up on a data base and won't be hounded by the police when cruising. We have also been told that we need part 3 for the same reasons. Could someone tell me what the difference is and what we do need? We will travelling around the med for the next 2 season before going over the Atlantic. The vat has already been paid on the yacht.
