Necessary to 'De-Register' Your Sold Boat in Singapore ?

... Just wondering whether or not, if one sells a Singapore registered boat, the owner actually is actually required to de-register it?

Is it necessary to de-register the vessel, and what are the consequences if one fails to do so?
