Multinational Boat Partnership, Joint Account

My english boat partner and I would like to fund major repairs to our co-owned boat from a joint account. I am a US Citizen, but Bank of America won't let him be a co-owner of the account if he doesn't have a residence in the US.

Is this common? Would an English Bank with Offices in the US work? We would go to American Express but they don't offer Visa cards! Can two people from two different countries have joint ownership of anything with a credit (or Debit) card?
