Short version, I don't think so. Most Vinyl is going to just be cut out and ready to go. You would pay more for different colors I would guess, and fancier fonts, but then you would up the ante doing that by hand as well. But no, I can't see any reason why a vinyl job would cost anywhere near what that level of hand paint would run you. I have a guy cutting new letters for mine, in a nice font on some material he already has in stock. 8" tall letters, and he'd letting me get it for $25 bucks, basically his costs of materials plus a few, not soaking me in labor. I wouldn't say it should be THAT cheap all the time, but certainly nowhere near the quote by hand.
