Seeing that the base seems to have to be fixed,and the centre hole would also be fixed in position,I'm guessing it would more than likely be,a brake mechanism.As you twist the grip,clutche's open to the ID of the shaft hole,thus braking on the shaft that goes thru it.Does that make any sense?Also the cog-like centre is set firm in the material for strength(Dosen't rotate).Do ya think they are working up to a schooner.LOL.Mudnut.

I think Wheels should buy them and then after he gave us all the specs we could submit uses and designs for something on a boat. Then he could patent it and send us all royalty checks for more beer. LOL

I got the guy to photograph it from the otherside, not much help though, it is a controller of some sort. Rather like an oversized Quad throttle control.

Some type of clutch would be my guess. Maybe off of some lawn equipment, skid loader or one of those really old six wheeled ATVs that used to be on the cover of Popular Mechanics.
