If your harness is on tight, it will still do a reasonable job of staying in place inflated and in the water. Most people don't wear their harness tight enough.

In the 2012 Southern Straits race one of the boats capsized. In the rescue attempt of one sailor, he came out of his pfd.

I wear a crotch strap.

I could be wrong but it looks like the crotch strap assembly Mustang currently shows won't work with their new pfd/harness. Do you have one of the older ones? Is there a newer/different strap assembly? Also, is that zippered pocket meant (sized) for a PLB?

It works with mine. MD 3154

My PLB can be worn on the webbing, it has a tether to attach it to a clip on the harness.

What zippered pocket? There are two zippers that break free on inflation.

How long in day to day use does the elastic last on those tethers? I Wichard elastic tethers onboard and the elasticity gone from all of them.

The elastic is not necessary, but it is nice. I have an older tether with a shot elastic; it still works.

True, but I'm not interested in paying for it if it isn't going to last. Plus they look crappy once they go all limp
