On long passages where water was limited I wash completely with salt water and dry off. When you dry off and there is no evaporation you are just as fresh as if using sweet water. If its cold I boil a salt water kettle to add to a bucket of cold salt. The key is drying off. I've done this for a 21 day passage and had no skin issues. If you have long hair wash in salt then just a small fresh rinse works good. Baby wipes are invaluable.

A generation ago everyone knew the answer without thinking about it. A bath in the sink with a bash cloth. Duh.
