Yes, but don't stare at the 2nd one too long, or you'll get a crick in your neck.

I am with Hudson and Carsten on this issue of using the bell or horn ONLY AS SPECIFIED,

I posted a photo of a horn and a photo of a bell (triangle bell) earlier to illustrate a point. I hope my earlier post showing both was not unclear or mistaken as I do NOT suggest using either signal interchangeably.

They are two different signaling devices meant to make different sounds for different meanings and uses.
_______________

The use of the bell SHOULD be used only for stationary boats.

The horn/whistle should be used while underway (moving).

Hearing those two different sounds, one should be aware of what they mean (moving or stationary), and respond accordingly. It can make a BIG difference to those other sailors who hear those signals. It can make a life or death difference.
_______________

I hope that was as clear as a bell.

Pull up on it, and you get a half-second blast. It's not anywhere near as loud or aggravating as an air horn, but I tried it once from the other side of the Saint Johns River (about a mile) and my wife could here it clear as a bell, even from inside the house.

Which regulation specifies that boats anchored to watch fireworks should sound their horns after the finale?

When I attend fireworks, I wait for everyone else to toot, then punctuate the chorus w/ my Kahlenbergs. Not a lot to say after that...

Thanks wingless, but even if I knew what an A/V clip was, I probably wouldn't know where to find one.
