homemade safety placards?

Apologies if this is in the wrong section, but seemed a good start - it's hard to get a good search string that results in anything close.

I picked up a Newport 28 over winter, and it's due to be splashed on Monday. It originally came with an Atomic 4 (since removed) and a full manual head and holding tank, not a porta-potti.

However it dawned on me, that I don't recall seeing (nor looking for) the required safety placards for the boat. Since I'm heading up prior to any good shipment schedule, and there are no West Marines or anything near Oswego, NY, I thought what if I just printed them out, and used some instant laminating sheets I already have kicking around? I realize it might basically just put it at the boarding party's discretion to allow or not, but wondered if this was something that anyone had tried, done, been advised against, etc. Obviously it would only be temporary until I can get some nicer ones ordered in, but in the event that I got safety checked on day one, just trying to explore options.

It's the content that's required. Doesn't matter if it has a logo from an overpriced store or not.

33 CFR § 155.450 Placard.
(a) A ship, except a ship of less than
26 feet in length, must have a placard
of at least 5 by 8 inches, made of durable
material fixed in a conspicuous
place in each machinery space, or at
the bilge and ballast pump control station,
stating the following:

DISCHARGE OF OIL PROHIBITED
The Federal Water Pollution Control Act
prohibits the discharge of oil or oily waste
into or upon the navigable waters of the
United States, or the waters of the contiguous
zone, or which may affect natural resources
belonging to, appertaining to, or
under the exclusive management authority
of the United States, if such discharge causes
a film or discoloration of the surface of the
water or causes a sludge or emulsion beneath
the surface of the water. Violators are subject
to substantial civil penalties and/or
criminal sanctions including fines and imprisonment.

33 CFR § 151.59 Placards

(b) The master or person in charge of
each ship under paragraph (a)(1) or
(a)(2) of this section shall ensure that
one or more placards meeting the requirements
of this section are displayed
in prominent locations and in
sufficient numbers so that they can be
read by the crew and passengers. These
locations must be readily accessible to
the intended reader and may include
embarkation points, food service facilities,
garbage handling spaces, and common
spaces on deck. If the Captain of
the Port determines that the number
or location of the placards is insufficient
to adequately inform crew and
passengers, the Captain of the Port
may require additional placards and
may specify their locations.
(c) Each placard must be at least
nine inches wide by four inches high,
made of a durable material, and lettered
with letters at least 1⁄8 inch high.
(d) Except as under paragraph (e) of
this section, the placard must notify
the reader of the following:
(1) The discharge of plastic or garbage
mixed with plastic into any waters
is prohibited.
(2) The discharge of all garbage is
prohibited in the navigable waters of
the United States and, in all other waters,
within three nautical miles of the
nearest land.
(3) The discharge of dunnage, lining,
and packing materials that float is prohibited
within 25 nautical miles of the
nearest land.
(4) Other unground garbage may be
discharged beyond 12 nautical miles
from the nearest land.
(5) Other garbage ground to less than
one inch may be discharged beyond
three nautical miles of the nearest
land.

That's the part I must've missed. Made of a durable material, but doesn't mention it has to be an "authorized" reproduction or anything commercially produced. I have some good images saved that will print fine at 5x8, so I'll print them out and laminate them for the weekend, and then order up some new ones to replace them. At the very least, if I'm checked and they question them, I have the actual wording of the rule to mention, and they'll be present, even if not the prettiest out there.

To be clear, what you stated here is incorrect.

I got checked by coast guard, I don't have the placard, my boat is more than 26ft in length.

Paper is durable. If it doesn't get wet. My oil and garbage "placards" are still going strong after 20 years, right in my nav station. Which is inside the boat and doesn't get wet.

No, it is not incorrect. What he provided was a complete and accurate quote of 33 CFR 155.450. The fact that you did not get cited for lack of a placard is in no way proof that such a placard is not required by the regulation. Maybe they missed it. Maybe they decided it wasn't important. Whatever the case, the regulation is what it is.

You could use a Sharpie and just write it on the hull. (I know, that's not a "placard" but I think they'll let that go by.)

I did the same thing around 2004. Making sure a new-to-me boat was all up to snuff before a race, and finding there were no placards aboard. A laser printer and some adhesive laminate made fast work of those. Someone, the USCGAux or BoatUS, someone used to GIVE those away as printed vinyl placards and may still.

Either way, it is simple enough and cheap enough to make a reasonably durable "placard" and post the notices. If a boarding party is coming around to see that you are not hauling trash to sea for dumping, they'll still be quite happy to see anything reasonably close, they won't be measuring the placards with a micrometer, either.

For that matter...I don't think the rules specify anything about the font used on the placards, do they? So in theory, you could legally make a 5x8" placard with the text set in two point type, in a fancy script, in light yellow ink, and still be *legal*. No, don't do it that way....just saying, they're reasonable about these things, as long as you are.

Get a free safety check from the Oswego CG Aux. and they'll give you the stickers and if you pass, an inspection sticker for the mast that will probably preclude your being boarded for a safety check during your voyage.

homemade safety placards?

West Marine will give you the placards, I went to buy some as my Watermaker install removed the old ones, but they had free ones at the register.
Seems hand written or printed is a placard

Calif Ted: Good to know. I'll be putting the boat in right at the Port marina there, so I'll have to jog over and talk to them. I printed some out just in case but that would be so much more preferable

a64: Unfortunately, there's not an actual West Marine store in any direction for about an hour and a half in either direction, and a bit out of the way to go for a couple things like that. If I do manage to get my sails headed down past Rochester though, I'll swing by that one anyway. Never been inside one

They asked for the placard, and I said I didn't need it.

Then he read the rest of the regulations where it stated that boats without "machinery" do not need the oil placard.

So it was after all incorrect or at least misleading as it was only a sub-quote of the full text.

There are images on the web, search for MARPOL, print and take to an office supply store to laminate w/sticker back.

If you do the online "virtual vessel exam" on the CG aux site they will bring up PDF versions of the placards for you to print at the end, takes 2 minutes and you'll know if you are in compliance.
