Bad weather gear - coats?

Morning all! Could use some advice from smart people. I'm mostly landlocked but will be hitting dive boats and whatever water I can, when I can afford it.

We don't have coats as we've been in warm territory for a while. I need something that will be good aboard as well. What do I need to look for in weather gear so I can use it well on land and sea?
