Yes there was and still is such a system. It is electronics based but is not dependent on outside radio signals. It was a fairly complex system requiring significant maintenance. If I recall correctly daytime operation was only possible at altitude but I’m not sure of that.

An app could be developed using a cellphone that would work during the day with Sun and moon and during twilight for stars. With an IR sensor a full-dark system would work too.

All these systems are weather dependent.

LORAN is mostly weather independant.
