OpenCpn opensource nav software has two plugins that plot a routing based on polars from the boat (weather_routing) and the Climatology plugin which is essentially a monthy worldwide grib file with all significant climate data based on 30 years worth of monthly averages.

To that you can add more current grib prediction files for more accuracy.

PS Keep in mind these are "predictive" and no grib can be considered accurate long term.
