I was involved at the start of the EGNOS/GALILEO system setup. It is financed on european funds, but the different countries participating in the project expect to get the money spend back to their national industries.

But not every industry is competent for all areas of such a complicated system. So there is a lot of haggling going on even before the project starts.

In the article referenced above the different EU administrations are mentioned as being the cause of long and difficult communicating lines, but on top of that there is this aspect of countries and industries selected because of national interest and not competence.
