When it means charts, does it mean paper ones or do some electronic charts count as charts under the rules?

UK flaged vessels are subject to the UK laws including the exemptioms to such laws. Therefore a UK flaged vessel would be exempt in international water as if they were in UK territorial waters.

How big is a boat before it is classified as a ship,

If as you say, it says all ships, and there is no classification for size, It means to me, my dinghy is a ship and I need to carry charts on it,

There must be a set size that the regulations start from and go up from there,

According to the Danish Maritime Authority (Board). A ship is any vessel, afloat, not connected to land being used as transport. meaning no size restriction kayak, cone (or a rubber inner tube) you name it.

SOLAS V does not mandate paper charts merely that you must carry adaquate " charts" for the voyage. It could of course be an electronic Chart plotter

They are not exempt in the territorial waters of other nations. Of course most country practice comity.

Carstenb raises an interesting point.
Indeed, SOLAS V stipulates all ships, then goes on to list various exemptions.
It should be noted that Reg 34 applies to all ships whatever the size, with regard to passage planning which naturally would include charts, but then the UK's MCA guidance goes on to state
Small vessels and pleasure craft - Regulation 34 applies to all vessels. For small vessels and pleasure-craft the degree of voyage planning will be depend upon the size of vessel, its crew and the length of the voyage. The MCA expects all mariners to make a careful assessment of any proposed voyage taking into account all dangers to navigation, weather forecasts, tidal predictions and other relevant factors including the competence of the crew.

With regard to chart plotters, I did find this Marine Guidance Notice

which sets down standards for fishing vessels and small commercial vessels up to 24 meters, (but I have not found any standards set down for small pleasure craft.)
I did see somewhere the mention of a vessel less than 7m not required to have charts, but that may have been an organisations interpretation of the regulations.
In the end, common sense will hopefully prevail.

Mr.B, I think you are safe to continue sailing your dinghy without the need for charts to be carried

re:what cronometer do you keep on 2nd Sept....Well yes the GPS (batteries), Radio (batteries), watch/clock (ok batteries or spring but they seem pretty reliable but they need correcting daily), sun (ooops someone will say cloudy)...hey between all these outages anyone remember how to dead recon?, checked your log lately?
Circumnavigating and selling 100's of used charts but strangely nobody wants them. Can't even give them away...even offered to departing sailors but they just say.."thanks but I've got electronic charts".
Sad to say but I think the art of navigation is dying....hey ho.

Hi Mr B,
So sorry to here about your damp charts...dear old sod states that Australia is the only portfolio I have got rid of Gave them to an old mate whom also had an influx of water..old bugger hit a reef while navigating with an electronic chart! Of course his position was spot on, it's the earth that was wrong!

Can anyone tell me why that when you apply a correction to a GPS position your position is moved...I recon the gizmo should shift the chart!

Many still do. Those that don't have determined that they are extremely unlikely to experience electronic failure or be hit by rough seas :-)

I got dismasted on an atlantic crossing , on the way down the mast wiped out the handrail on which was the reciver, the insurance asked for the log book and the charts straight away. try giving them room to squirm out, on the new page of the electrical devices say NOT TO BE USED FOR NAVIGATION until that is removed stick with the paper chart as well,
