Notice to Mariners - getting the notices

How does one go about getting on the appropriate email distribution - and I assume it's distributed by email - to receive regular updates for my geographic area (Southern & Central Chesapeake Bay) to update charts? Is this a USCG function or one of the other Fed agencies? The last part of the question is: can my request for the "Notice to Mariners" be limited to this geographic area or will I get updates for the entire US, Atlantic seaboard, ect.
