New´source tax´on exPatriates leaving their country.
I have been heavily involved lately with new ´source taxes´ levied on European citizens who have permanently left their native country. Could be with a permanent address in another country,or even sailing your boat around the world. The tax rate in Norway is presently 15% but other European countries have higher taxes. I´d advice you to look into YOUR particular tax situation as an exPatriate.

Well let me explain.. Many European citizens,including Norway,who has officially left their country to settle in another country,has been deducted a 15% ´source tax´since 2010.
EU has special rules but Norway ratified a mutual tax agreement with Germany a few days ago.allowing Norway to deduct 15% source tax,and I am sure,more will follow. Already there are some European countries charging 20%.
I posted this info on THIS thread as it may affect some of our round the world senior citizen sailors who are not paying tax in their own country on their pensions,which,in the future may be subject to this ´source tax´. Depends where you are officially domiciled. Running away from the problem will certainly not solve it and may result in a future tax bomb.
I am NOT a tax expert,just a pensioner migrated to Brazil on a minimal pension,now affected by this new ´source tax´ and fighting for it to be abolished.

So you lived in a high wage country with all the benefits that come with it. Then you want to go to a low wage place to spend it. This doesn't support at all the people back "home" who are paying your way. Not a economists but don't think that model would work.

I am on low level,non taxable pension IN NORWAY. Having checked out the tax situation and it´s presumed predictability,I moved to Brazil in 2003. All of 7 years later,this 15% tax is imposed on me which I can ill afford.
As for supporting the pension ´kitty´back home,they are saving millions for each pensioner on my level leaving the country,for free health service,various social supports,retirement home, and free medicines etc.. so I have a pretty clear conscience there.

Yes they are "saving" by you not using the services. But they are losing the benefits of you "consuming" goods and services that support the jobs that pay into your pension. So they (whichever government) are going to look for ways to get the money. I'm not trying to be a $$$t just stating that the promised benefits worldwide are probably not going to be kept. I pay into "systems" that I've known won't be the same as promised. Not saying this is right.
Again not personal. And sorry if it seems so.

Tore, from my understanding, Brazil happens to have a tax agreement with Norway. If I understand it correctly, the income tax you have been paying in Brazil will either go away or be reduced . Brazil seems to have a fairly progressive tax, going up to 27.5%, so depending on how they count it, and how much your pension is, you might even come out ahead..
Of course, if you haven't been paying tax in Brazil (I have no idea if you are considered a tax resident in Brazil), then I can understand why this may not be all that great for you..

I find this highly unusual. Can you point me to a source corroborating this story?
I am a EU citizen, and have never encountered such a thing (and I've moved countries several tines) In fact, my impression is that the moment you're out of a country that countries tax department couldn't care less for you...
