Navionics routing restricted areas - Mallorca, Spain

Just having a look at some routing in Mallorca, Spain and noted that Navionics avoids this 'restricted area' and says that entry is prohibited.

The reference points to ORDEN APA/961/2007.

As far as I can see though, ORDEN APA/961/2007 only relates to fishing activities, but then my Spanish is particularly poor.

Does anyone know if passage through the zone is allowed for recreational boats?
