You can take any BSB charts (KAP files) and convert them to bmp format using libsb, I assume you want to modify them? Afterwards, you can repackage for use with navigation software.

There's also a graphical utility for making such conversions here

How to transform Marine Vector Maps into svg / Inkscape /Adobe Illustrator

My specific goal is to use a vector map in a software as Inkscape /Adobe Illustrator and to create a perspectivic pseudo 3D view of a costal area.
So I can not use bitmap charts as bmp or tiff.
I am able use linux tools, but in
Conversion Using Linux | Official OpenCPN Homepage
I found only bitmap processes.

At ENC Resources
I found the Fugawi viewer and opened a chart from
Chart Downloader for NOAA RNCs&#153.
e.g. US4FL10M.000

So my question is:
Is it possible to export from a vector chart the layer with the coast outline into a vector image that I might use in Adobe Ilustrator or Inkscape?

Check out this link:

Free GIS and CAD Software

You are heading into a confusing realm (at least to me). I tried to navigate that world back when I was first trying to come up with a way to create navigation charts.

Just so you know, not all vector charts are created equal. There are many, many formats, most of which are incompatible with each other.

BUT, in the GIS world, likely you can find someone who has already done what you are trying to do. It just may take some digging.

You might post this question in the OpenCPN sub-forum. I think there is someone in there that makes a living doing that.
