Identify the Chart Souce or Type

Could someone identify the chart type or source in the attached file? In comparison to the NOAA 12235 chart (also attached) the water depth appears to be much more detailed. Note the text in red was overlaid by a real estate agent (who seems to be confused over meters and feet). I'm assuming the chart is a proprietary sort. I'm looking at waterfront property in the VA 'Northern Neck' region suitable for a cruising sailboat.
