French voices on VHF in NJ and Delaware

Anyone have any idea why I heard so many people speaking French on the VHF in nj and de? It was damn near 50% or more. I can't figure it out. I heard no other foreign languages.

I've heard VHF voice from as far as 150 miles away. I know it's "line of sight" but under certain conditions it "skips"
