The green portion of the chart covers and uncovers with the tide, which is 5.5 meters in Desolation Sound. At LLWLT Stacey Rock is 3.4 meters above the water
, at HHWLT (5.5 mters above chart datum) Stacey Rock is 2.1 meters below the surface. Reading the chart and accounting for the tide tells you that.

I would suggest that it is hit by folks who do not understand chart datum, tides, and chart symbols.
