Cetrek 727 issue

I have a 1991 Wellcraft with a Cetrek 727 Auto pilot. We can't seem to get the rudders to move. There is power to the unit but when I change the compass heading on the dial I am only seeing 6volts of output to the pump. There are no faults that come up to suggest that there is a problem with the pump? Would anyone out there have any suggestions as to what the problem could be
