The anchor should be visually checked, every time it’s practical to do so.
I prefer to dive on it, but sometimes this isn’t easy (c’c’c’cold water, here in Superior); so a “Looking Bucket”* is a great alternative.

* a clear-bottomed bucket, underwater viewer, or battiscope replicates a dive mask, breaking the surface reflections & ripples.
