Okay, MAPP or acetylene torch, and just slag the link down. No rust.
No torch? In some places you can buy thermite, electricians use it for heavy power connections. Or of course, make your own.(G)

Thermite was used to weld RR tracks, has no business on deck nor does an acetylene touch for that little job.

Angle Grinder, why screw around with it. Cut ty the sucker off and get a new stainless steel one.

Thermite is handy stuff!
Yes, it is/was used on RR tracks, but it is also used by ordinary electricians who need to weld heavy grounding cables to copper grounding rods for lightning protection systems. They need a fused metal-to-metal connection and some of the suppliers actually sell thermite-loaded connectors, slip 'em on, slip the cable in, flash.
Easy enough to protect the deck if you have a baking pan full of sand, or similar substances. And a MAPP gas torch certainly can have a place on a boat. Unlike thermite, you can buy the torches at big box stores. But then again, you can always make the thermite. You never know what tools will be handy for which people.

There you go. Harbor Freight 4 1/2 “ angle grinder with thin cut-off wheel $25.00. Take the whole works and lay it on the dock. Mind the sparks.

Another vote for hacksaw. A basic hacksaw with a bunch of spare blades is a fundamental tool, both on the boat and at home. Although it does take time and patience. Slow and steady is the best method. Its not like cutting wood.
Personally, for tougher jobs I use a small rotary tool with a cutting blade. I've cut through bike U-Locks with this, but it takes a few blades and a quite a bit of time. A bike thief likely could have done it in seconds.
I always thought a bolt cutter could cut through metal easily, like on TV. Until I needed to cut a piece of heavy anchor chain. After failing at home, I took it to my local boat store where they had a HUGE pair of bolt cutters (like 5 feet long). With one side on the ground, it took like 3 big guys leaning all their weight on the other side and slowly the chain was cut.

We carry a battery powered angle grinder. It would have removed the shackle before I even thought about asking for advice. Perhaps 15 seconds to do it.
We carry the angle grinder primarily to use in an emergency to cut rigging. Hopefully we will never have to use it for that.

Find your local doper, give him 2-3 $, he'll have it off and be gone with your anchor in 15 seconds or less!! They got seven bikes one morning from a school near where I live, all before recess.
